Reasons a doctor will not help with infertility?

Are there any reasons why a doctor would not help with my infertility issues?

My GP (I’m in the UK) has refused to refer me to the fertility clinic for the last 2 years (We have been TTC for 3 years) for 2 reasons:
1) I was underweight AND
2) I had other health issues which he decided should be resolved first.
I can’t think of any other reasons though.
It would not be ethical to refuse to help you, unless you can’t pay him or he prefers that you see a specialist.
A) It is not there area of speciality.
B) They do not feel it is medically necessary for you.
C) They don’t want you to end up like octo-mom, and be blamed for it.
